Telecare is designed to provide safety & reassurance to keep older and vulnerable people safe in their homes and support their carers. Sensors can be placed to check on unlit cookers, floods from baths or sinks, fires or cookers left on. Telecare sensors can also check if someone has fallen out of bed or wandered outside. The alarms are connected to a centre which is manned 24 hours per day. The person you are caring for can be referred by social services, health or housing staff.. The cared for will be assessed by Social Services or an Occupational Therapist (OT). As part of a package Telecare can be supplied free of charge but there may be a weekly monitoring charge depending on financial circumstances. If you have an existing package and have had a financial assessment you may not need to pay any more. If Telecare is the only service prescribed the full charge is £8.86 per week.

    Carers Assessment

    Your first point of contact is your local Social Services District Team. Assessments can range from a simple assessment such as that for a Disabled Persons Badge renewal to more complex assessments where people have multiple care needs. A very helpful form 'Carers Assessment Request Form' is available from the Social Services office, Bhailok Court, Pole Street, Preston, PR1 1DX or the Preston Carers Centre. The form is the first part of a Carer Assessment.

    The process of assessment involves a discussion with a Social Worker to identify the best way of meeting the needs of both the person that you care for and yourself, offering choices as to how those needs can be met.

    If a person is not happy with their assessment, they can refer to the leaflet called "We care about what you think of us". This leaflet is available from Social Services (address listed below).

    Direct Payments

    Direct Payments are payments from Lancashire County Coucil (LCC) to enable you to buy the services you need. In the past the only option was for LCC Social Services to provide or arrange a service e.g. someone coming to your house for a few hours to help the disabled person get out of bed and get washed & dressed. With Direct Payments you can decide what support is required and at what time. You can employ and pay your own Personal Assistants (PAs).

    You will need an assessment by a Social Worker to see what care and help can be provided and will be given the option of services provided or Direct Payments. There will be a financial assessment to see if you need to pay a contribution to your care.

    Direct Payments can be used to employ Carers or PAs or pay an agency to provide support. Direct Payments cannot be used to pay for Day Centres, equipment the NHS should provide or for long term Residential Care. Direct Payments cannot be used to employ relatives who live in the same household.
    Please note that if you have PAs working for you - you are an Employer.

    For local disabled people, their families and Carers the Peer Support Groups provide information, advice, assistance and advocacy. Training is provided in Direct Payments, Independent Living Fund, Disability related benefits, Person Centred Planning and Disabiliity awareness and equality.
