Residential/Nursing & Home Care Service
The local authority is responsible for arranging services for the most vulnerable
members of the community. Such services range from care in the person's
own home or at Day Centres to care in residential and nursing homes. In
order to qualify for such services the person will need to be assessed
by the local authority. If the local authority agrees that certain services
should be provided then you should be given a care plan outlining what
the local authority will organise.
Only the person going into care will be assessed for the amount they can contribute
towards the cost of their care.
If the local authority assesses the person as needing residential or nursing
home care they may suggest a number of homes or provide a list for the
person to select from.
Residential Homes are inspected by the Care Quality Commission . Since April 2006 all
services are assessed according to their quality and safety. The assessment of an adult service will lead to a decision
about how often it is inspected and what kind of inspection will be done.
This is reviewed once a year. Inspections for children's services
are the responsiblity of OFSTED

Vouchers
Short Break Voucher Scheme
The scheme from Lancashire County Council provides support for Carers by
offering people with a disability, physical or mental issue, or an older person, a short break
at home or in residential care. The break may be one night or more in a residential or nursing home
or help to have a few hours for yourself at home.
To access the scheme the disabled person and the carer will need to have an assessment of
their need. This will be done by a Social Worker and during this assessment they will
discuss the suitability of vouchers. To request an assessment you can contact Social Services direct
on 01772 533689, or Preston Carers Centre on 01772 200173. A helpful form 'Carers Assessment
Request Form' is also available.You can be supported through
the assessment process by a Carers Support Officer or by any person you choose.
Normally vouchers are issued in books of 28 but more can be provided if necessary. Each
voucher represents either 4 hours care in your home - usable in one, two, three or four hour blocks, or
is worth one nights residential stay plus a contribution of approximately £11 per night. The Social Worker
will decide on which of nine different types of voucher for residential care depending on the illness/disability
of the person cared for. You will be given a list of agencies who accept vouchers.
Vouchers are for regular planned breaks and are not intended for emergencies or for trial periods
